Mia Irizarry was supposed to be celebrating her 24th birthday at an IL park last month, but a drunk man turned it into an unsettling scene over her Puerto Rico flag shirt. When she tries to explain that Puerto Rico is a commonwealth, and therefore a part of the United States, he interjects: "We don't own Puerto Rico".

On Tuesday, the Forest Preserves of Cook County posted to Facebook that the man was charged with assault and disorderly conduct. But Puerto Rico's power authority, PREPA, which is undergoing major changes and is bankrupt, has not agreed to buy the generators so far.

Turning toward a policeman, who was standing several feet away, Irizarry said, "Officer, I'm renting this area and he's harassing me about this shirt that I'm wearing".

In the incident caught on video at a northwestern Chicago park last month, the woman pleads for help as a man harasses her, saying her shirt is un-American. No, the world is not going to change the United States of America.

The man proceeds to ask Irizarry whether she is a United States citizen and Irizarry replies that she is. She then warns him, "You don't come here harassing people".

"'Is she an American citizen?" he then asks the officer. "I am renting this area and he's harassing me about the shirt that I'm wearing", she said.

The Forest Preserves, which Yahoo Lifestyle could not reach for comment, tweeted that the officer had been reassigned to desk duty until an investigation is complete, and that the intoxicated man had been arrested for disorderly conduct and assault.

Wilkinson was immediately better at football than Beckham, showing the then Manchester United midfielder up dreadfully. Whether Mandzukic intends to repeat the generous feat for Wednesday's semi against England is as yet unconfirmed.

The Forest Preserves, which oversee 70,000 acres in Cook County, released a statement on the incident, saying "no one should feel unsafe while visiting our preserves". The investigation is ongoing and the officer involved has been assigned to desk duty pending the outcome.

Just a few meters outside the pavilion, an officer stood with his hands tucked in his belt, watching the encounter. "Can you please grab him?" to which he turns his head and walks in the opposite direction.

The preserve district police chief, Kelvin Pope, said he didn't know why Conner apparently didn't step in initially.

On Monday, Puerto Rico's Governor Ricardo Rosselo tweeted an angry reaction about the incident. I am appalled, shocked & disturbed by the officer's behavior. The man, later identified by police as Timothy G. Trybus, 62, continued hurling insults at her, asking if she was "uneducated".

"If you're drunk, you don't belong here", she is heard telling the man.

Cummings said another union attorney who is representing Connor has not had a full sit-down interview with him yet, and neither has the Forest Preserve District Police Department. "I am troubled by the response of the initial officer on the scene".

Rossello also tweeted Cook County Board President Toni Preckwinkle, saying he believed she would handle the situation with justice. "In this case, a U.S. citizen questions the citizenship of another USA citizen and American law-enforcement just sits back and watches".
