The propaganda of hate, Babchenko said, has been pushed by the Kremlin for years, targeting one group after another: Chechens, then immigrants, LGBT people, Georgians, Ukrainians, and others.

Mr Babchenko, 41, emerged at a police press conference this afternoon in front of journalists, who had been expecting updates on the investigation into his murder.

Writing on Twitter, the security service said it had received prior warning about the attempted murder of Babchenko and made a decision to conduct an operation to collect evidence of terrorist activity by the Russian special services on Ukrainian territory.

Russia's Investigative Committee, a law enforcement agency, announced that it had started its own criminal investigation, saying that it "is not going to ignore brutal crimes against Russian citizens".

Kiev Police Chief Andrei Krishchenko told the press that "the first and most obvious" possible motive for the killing was Babchenko's work that's always been critical of the Russian president.

Babchenko, a veteran Russian war correspondent, was shot three times in the back as he left his apartment to buy bread.

Mr Babchenko served in the Russian army and fought during the first separatist war in Chechnya during the 1990s.

Prominent Russian journalist Arkady Babchenko, a critic of Russian actions in Ukraine and Syria, has been shot and killed in Kiev, Ukraine officials said late Tuesday.

Many of Babchenko's colleagues in Kyiv and elsewhere were quick to pin blame on Russian intelligence agencies, and highlighted the fact that Babchenko had fled Russia for the Ukrainian capital, believing it would safer.

In a controversial 2016 Facebook post, Babchenko wrote he had "no sympathy or pity" for the victims of a plane crash carrying Russia's Red Army choir to Syria given Moscow's support for Bashar al-Assad.

Russian Foreign Minister Sergey Lavrov responded by denouncing the Ukrainian accusations, calling the killing a "tragedy". Some even called for stripping Mr Babchenko of his Russian citizenship.
