North, South Korean Leaders to Meet at Border for Summit

The leaders of South and North Koreas will meet at 9:30 a.m. Seoul time (00:30GMT) on Friday for a rare summit, the South Korean presidential secretary said.

"The hard part is at what level the two leaders will be able to reach an agreement regarding (the North's) willingness to denuclearise and how it will be expressed in text".

Mr Kim will sign the guest book before the morning session starts, Mr Im said, describing the occasion as a "summit for peace and prosperity on the Korean peninsula".

The meeting will be only the third of its kind, following summits in Pyongyang in 2000 and 2007, and the high point so far of a rapid diplomatic rapprochement on the tension-wracked peninsula, ahead of a much-anticipated meeting between Kim and US President Donald Trump.

Moon and Trump have talked up the potential for an agreement on two key issues: North Korean denuclearisation and a peace treaty that would bring an end to the Korean war. Kim Yong-nam, North Korea's nominal head of state, will also attend.

By Friday evening, we will know whether their leaders were up to the task of turning summit choreography into something of real substance.

"The reunion of families separated during the Korean War, releasing foreigners who were arbitrarily detained, or addressing the detrimental impact of sanctions on the economic and social rights of the DPRK population, are some of the less controversial issues that can be first included in these talks", he said.

"They're basically talking the talk of advanced nuclear powers".
