Former FBI Deputy Director Is Faulted in Scathing Inspector General Report

In addition to addressing whether McCabe lacked candor, the OIG's misconduct investigation addressed whether any FBI or Department of Justice policies were violated in disclosing non-public FBI information to the WSJ.

He was sacked last month one day before he was due to receive his pension because of his "lack of candor" when speaking to investigators.

Among the purposes of the disclosure was to rebut a narrative that had been developing following a story in the WSJ on October 23, 2016, that questioned McCabe's impartiality in overseeing FBI investigations involving former Secretary of State Hillary Clinton, and claimed that McCabe had ordered the termination of the CF Investigation due to Department of Justice pressure. To critics of the president, the allegations against McCabe and others in the FBI and Justice Department have seemed like attempts to discredit the agency as the special counsel investigation into Russia's election meddling and possible coordination with the Trump campaign advances. The president added that McCabe was "totally" controlled by Comey and went even further: "McCabe is Comey!" McCabe disputes that finding, saying that he had full authority to disclose such information.

"In written submissions to the OIG and DOJ, we demonstrated that the charges were unsupported by the evidence and that the OIG's conclusions and the FBI-OPR proposal to terminate Mr. McCabe were unjustified", Bromwich said. Subsequently, McCabe led FBI Director James Comey to believe that he had not approved such media disclosures.

McCabe was sacked by Attorney General Jeff Sessions last month, two days before his scheduled retirement.

Trump had accused McCabe of bias, and the president's critics said McCabe was sacked from the FBI as part of a Republican effort to discredit a federal investigation into purported ties between Russian Federation and the Trump presidential campaign. Trump called the firing a "great day for Democracy". The political action committee for then-Virginia Governor McAuliffe, a Democrat and Clinton ally, donated $467,500 to her campaign, while the Virginia Democratic party gave $207,788, The Journal reported.

The report says McCabe twice told investigators that he didn't know anything about how the information got out. Comey accuses the president of being "untethered to truth", and describes in detail his interactions with Mr. Trump.

While the report is mostly focused on the disclosures in the Clinton Foundation investigation, it also sheds more light on his recusal in both the Clinton Foundation and Clinton email investigations.

McCabe was "very unhappy" about being forced off the call, according to the report. He does not, however, deny that he did in fact authorize Federal Bureau of Investigation personnel to speak with the Wall Street Journal in October 2016.
