Dr. Shulkin was brought on as Under-Secretary for Veterans Affairs by President Obama in 2015, and promoted to Secretary by President Trump.

Shulkin, who is Jewish, has been embroiled in scandals in recent weeks, including overspending on travel and infighting with senior White House officials for, among other things, working to privatize health care for veterans.

"The department's understanding of service-related health problems, its groundbreaking research and its special ability to work with military veterans can not be easily replicated in the private sector", Shulkin wrote in an op-ed for the New York Times on Thursday.

"It seems that these successes within the department have intensified the ambitions of people who want to put V.A. health care in the hands of the private sector", Shulkin writes. A damning report from the department's inspector general found "serious derelictions" by Shulkin and senior VA officials on a Europe trip a year ago. Intrigue and dysfunction at VA perhaps peaked when executives in charge of Shulkin's communications staff reportedly used the IG report to urge staff on the House Veterans' Affairs Committee to support Shulkin's removal. The goal of the trip was to attend a veterans summit with allied nations. "Dr. Shulkin has made a tremendous impact toward improving the lives of veterans during his time at the U.S. Department of Veterans Affairs", said Isakson, while adding "He has been instrumental in all that we have accomplished in the previous year, and I thank Dr. Shulkin for his dedicated service to our country and our veterans".

Shulkin's earlier public comments on the matter rubbed White House officials, including chief of staff John Kelly, the wrong way. He then accepted free tickets to the women's finals match at Wimbledon and lied to ethics investigators about his relationship with the person who gave him the tickets.

Shulkin made the decision in June 2017 to award a sole-source contract to Cerner to replace the legacy Veterans Health Information Systems and Technology Architecture with a single common EHR system with the Department of Defense based on Cerner's Millennium platform.
