On the first day of the month of February, Finance Minister Arun Jaitley announced the Budget 2018-19 in the Lower House.

Currently, India's public health budget is 1.15 per cent of GDP and it expects to raise it to 2.5 per cent of the GDP by 2025. The RSBY would be subsumed under the NHPS, once the new scheme is launched, she said.

For the current government health insurance scheme, the Rashtriya Swasthya Bima Yojana, the premium paid by the government is Rs750 per family per annum, but for NHPS the premium will be around Rs1,000-1,200 per family per annum, which could come down with an open tender process, according to Alok Kumar, an adviser with government think tank NITI Aayog, which played an important part in the structuring of the scheme.

The officials, relying on the premium per household that states such as Andhra Pradesh, Maharashtra, or Tamil Nadu pay for their existing health-protection schemes, estimate that the national scheme could cost about Rs 12,000 crore. The RSBY, however, remained successful only on paper.

Under the Modi care, government will invite bids from insurance companies to cover these 10 crore families. The RSBY also failed in its objective to reduce out-of-pocket expenses. The scheme will also bring a change in the socio-economic scenario. This is violation of federal principles and misuse of power by the Union government.
