GM said it has filed a petition with the National Highway Traffic and Safety Administration (NHTSA) to test the cars, however, current auto-safety standards in the USA require vehicles have controls for drivers, such as foot pedals and a steering wheel. While the state is a hub for robot-car development, with more than 40 companies testing vehicles, having a safety driver behind the wheel is now required. But because cars with no manual controls violate current Federal Motor Vehicle Safety Standards, GM needs to get permission from the U.S. Department of Transportation first.

"We've put together four generations of autonomous vehicles over the course of 18 months", says Dan Ammann, GM's president. Approval is needed to deploy the Cruise AV on public roads as planned in 2019. Waymo has made a limited number of autonomous vehicles without steering wheels and pedals.

As noted from the interior photo, the Cruise AV is clearly based on the Chevrolet Bolt EV.

"With its advanced sensor systems, the Cruise AV has the capability to see the environment around it, in 360 degrees, day and night", GM wrote in its report.

GM also points out that all of its self-driving vehicles will be electric. In February 2017, the automaker said it will invest $1 billion during the next five years in Argo AI to develop a virtual driver system for Ford's autonomous vehicles.

"When GM acquired Cruise, we began by installing our technology into existing cars as a retrofit strategy, and we knew that wouldn't scale", Kyle Vogt, Cruise CEO, said.
