The new app called Messenger Kids is exactly what it sounds like: a messaging service that lets kids message and video chat with each other so long as both sets of parents OK the contact beforehand.

"Why should parents simply trust that Facebook is acting in the best interest of kids?" said James Steyer, founder and CEO of Common Sense Media, a San Francisco nonprofit that promotes online safety for children, in a statement. Users were presented with the message "chat is now unavailable".

There are no in-app purchases and there are no adverts unlike on Messenger. "Once the app is downloaded it will have to be registered and verified with any one of the parents" Facebook account and then on creating the child's profile, it will only need their name and nothing else. They may do so using their own standard Messenger app.

"Regular" Facebook still has an official use restriction for kids under the age of 13.

The company said it had spent months talking to parenting groups, child behavioural experts and safety organisations to aid in developing the app, as well as thousands of hours interviewing families on the ways members communicated with one another.

Facebook Messenger suffered a similar outage on November 30 when users reported being unable to send messages.

Facebook's move is the latest from a tech behemoth to show how companies are confronting the Children's Online Privacy Protection Act.

Parents must then sign off on all their child's contacts, meaning that in theory they can not speak to anyone through the app without parental permission. "We appreciate that for now, the product is ad-free and appears created to put parents in control".

"There are no ads in Messenger Kids and your child's information isn't used for ads". Facebook's safeguards have made it more hard for strangers to contact a child, they said.
