IPL franchises will be able to retain a maximum of five players through a combination of pre-auction retention and Right To Match (RTM) cards, the governing council of the tournament chaired by Rajiv Shukla resolved on Wednesday (December 6).

"What has been decided in the meeting was that the franchises can retain three players and two Right to Match or two retentions and three Right to Match", said one of the members who attended the meeting.

The decision was taken following a meeting with the Supreme Court appointed Committee of Administrators (CoA).

"The minimum spend will be 75 per cent of the salary cap for each season", the statement read. CSK will have to primarily choose between R. Ashwin, Ravindra Jadeja and Suresh Raina or a foreign player such as Dwayne Bravo in whom the Chennai team continues to have faith. The returning teams have players of erstwhile Pune Super Giant and Gujarat Lions to choose from.

The governing council also hiked the salary budget of the franchises from Rs 66 crore to Rs 80 crore for the next year's auction, tentatively set for February.

CSK and RR were banned from the IPL for two seasons in July 2015 following some of their team owners' involvement in corruption.

CSK and Rajasthan Royals were suspended owing to the 2013 spot-fixing scandal, which shook the league to its core and allegedly involved not just players but also some top officials of the two franchises.

Options are available. Teams could opt for two retentions and three Right to Match or three retentions and two Right to Match.

Uncapped players stand to receive more at the auction with each segment receiving a INR 10 lakh boost.

If two players are retained, the salary cap for the first and second player retained will Rs 12.5 crore and Rs 8.5 crore respectively.

In July 2017, The Board of Control for Cricket in India said on Friday that Chennai Super Kings and Rajasthan Royals would be back for 2018 IPL.
