Russian Federation has been banned from the 2018 Pyeongchang Winter Olympics after evidence emerged of an "unprecedented systematic manipulation" of the anti-doping system, the International Olympic Committee (IOC) said on Tuesday.

Last summer, facing similar calls to exclude Russia from the Rio Olympics, the IOC pushed the decision onto the worldwide federations of individual sports, allowing them to choose which Russian athletes could compete.

The IOC stopped short of that, instead saying that some Russian athletes will be permitted to compete in Pyeongchang under a specially created status, "Olympic Athlete from Russia (OAR)", according to the IOC statement. Athletes in other Summer Olympic sports could compete only if certified by their respective global federations.

International Olympic Committee comes down hard on Russian cheats, stripping Alexander Legkov of his Sochi 50-kilometre cross country gold medal and banning him for life. The statement said that Schmidt's report had confirmed "the systemic manipulation of the anti-doping rules and system in Russian Federation".

The ban does offer a pathway for individual, clean Russian athletes to still participate in the upcoming Games in Pyeongchang, which start February 9.

"An Olympic boycott has never achieved anything", Bach said at a news conference Tuesday.

The commission based its findings on an independent report by Canadian lawyer Richard McLaren that was commissioned by the World Anti-Doping Agency and published a year ago.

The IOC also imposed a lifetime Olympic ban on Russian Deputy Prime Minister Vitaly Mutko, the organizer of soccer's 2018 World Cup, and imposed a fine of $15 million on the Russian Olympic committee.

Bach said: "This should serve as a catalyst for a more effective anti-doping system led by Wada".

The Russian doping scandal began in Sochi. Rodchenkov appeared in filmmakers Bryan Fogel and Dan Cogan's critically acclaimed documentary, Icarus, an expose on the Russian state-sponsored doping system.

Speaking earlier Tuesday before the International Olympic Committee announcement, she also said that a blanket ban was undesirable.
