Mueller is said to be investigating whether Flynn and his son were scheming with the government of Turkey to essentially kidnap Fethullah Gulen, a cleric living in Pennsylvania who has always been a thorn on the side of President Recep Tayyip Erdogan.

The report in the Wall Street Journal is the latest of a string of allegations facing Flynn, a retired general and former head of the Defence Intelligence Agency (DIA).

Special prosecutor Robert Mueller is examining a meeting Flynn had with senior Turkish officials weeks after Donald Trump won the presidential race a year ago, NBC News and the Wall Street Journal reported.

Mueller is reviewing emails sent from Flynn Intel Group to Rohrabacher's congressional staff thanking them for the meeting, according to one of the sources, as part of his probe into Russian interference in the 2016 presidential election and possible collusion between the Trump campaign and Russia.

He is now the center of criminal, military and congressional investigations that seek to unearth a possible connection between that and his decisions while he was the president's adviser.

The people who described the alleged proposal said they didn't attend the December meeting and didn't have direct knowledge from Mr. Flynn or his associates about its purported details. It isn't clear how advanced Mr. Mueller's investigation of the alleged plan to remove Mr. Gulen is, nor is there any indication that any money changed hands, according to those familiar with the discussions and the FBI investigation.

The meeting happened, however, after Flynn had already been offered the job of national security adviser in the Trump White House.

The fact that Flynn never registered as a foreign agent of Turkey - much like Manafort didn't register for doing work for Ukraine before he worked for Trump - gives fuel to a federal grand jury to indict him for that very omission.

NBC reported that the Turkish officials also wanted Flynn to engineer the release of Zarrab, who was arrested in Miami in March 2016 on charges of helping Iran skirt USA sanctions.

After Trump took office, Flynn served as national security adviser for 24 days before being forced to resign for misleading White House officials about his contacts with Russian Ambassador to the United States Sergei Kislyak. Nor did the attorney representing the elder Flynn, Robert Kelner.

As a rule, they said, they do not comment on news reports involving their client.

Special counsel Mueller's ability to gather enough evidence to make the charges stick could lead to Flynn making a plea bargain in exchange for cooperation on the Russia-related investigations.
