Earlier this week, the European Union's chief Brexit negotiator announced after a meeting with his United Kingdom counterpart David Davis that the talks have reached a deadlock over the divorce bill settlement and sufficient progress has not been made to open talks with regard to Britain's future relationship with the European Union and trade talks.

The draft conclusions for next week's European Council summit of EU leaders, which are subject to change, calls for work to continue to achieve "sufficient progress" on withdrawal issues of a financial settlement, the Irish border and citizens' rights, to unlock the second stage of talks to focus on trade.

In an address that appeared to be aimed as much at the other 27 European capitals as London, the bloc's chief negotiator said only with "political will" can further progress be made.

They would pledge to reassess things at their next summit in mid-December - Mr Barnier today spoke of making progress in the next two months.

Implying he expecting Britain to cave and pay up shortly, Barnier remarked that he believed "decisive progress is within our grasp over the next two months".
