Earlier this month, South Korea's defense minister suggested it was worth reviewing the redeployment of US tactical nuclear weapons on the peninsula in order to deter threats from the North, something conservative US Sen.

The 28-member bloc said it was adding nine individuals and four organisations to the blacklist, including the North Korean state-owned Foreign Trade Bank, in line with UN sanctions announced in August after Pyongyang tested an intercontinental ballistic missile capable of reaching the United States.

"The government's basic stance is that humanitarian assistance to those who are vulnerable in North Korea should be continued regardless of political considerations", the agency reported, citing Seoul's unification ministry, which aims to promote Korean reunification.

North Korea has reportedly resumed work at its underground nuclear testing site, according to defense analysts, in a brazen act of defiance against the latest United Nations sanctions. With the current missile inventory, it could also target larger areas.

North Korea also uses trusted agents and third party companies located in other countries to facilitate prohibited trade.

On the same day, South Korea announced it had conducted its first live-fire drill for an advanced air-launched cruise missile that would strengthen its pre-emptive strike capability against North Korea in the event of crisis.
